the Government Order 1 st cited, orders have been issued simplifying
the procedure for calculating the entitlement of Earned Leave to the State
Government employees working in non- vacation departments. The Accountant
General in his letter 2nd read above, has stated that the said orders are not specific
as to the maximum accumulation of leave and the monthly rate of earning
capacity to the emergency employees in superior service and last grade
