Government that whenever any Government employee is placed under suspension in
any disciplinary case, the consequential vacancy is being filled up either by
promotion or appointment by transfer by an eligible person. It is further noticed that inordinate delay is
being caused to dispose of such disciplinary cases. Thereby, the person
promoted or appointed by transfer is being continued in such vacancy for a long
