to para 'B' of Part-II of Appendix to Government order read above, all employees
who have completed 15 years of satisfactory service as on 31 st August,
of each year including service in the ordinary as well as special grades, shall
be eligible for being considered for inclusion in the panel for appointment to
Special Promotion Posts/Special Adhoc Promotion Post. It has been brought to
