G.O.Ms.No. 1224, GA. (Ser-A), dated 20th December 1971, orders were issued dispensing
with the practice of creating supernumerary posts in respect of those left without
posts, owing to their juniors securing stay orders of the High Court against their
discharge or reversion to the lower posts. Some of the persons aggrieved by the
enforcement of the orders in the said G.O. approached the Court and obtained
stay of operation of the orders referred to above. One such Writ Petition is
401/72 in which the High Court quashed the orders issued in G.O.Ms.No. 1224,
G.A. (Ser-A), dated 20th December 1971. Against this, the Revenue Department
field a Writ Appeal and the Andhra Pradesh High court vacated the stay orders
