According
to the Business Rule 28 (3) (a), a Minister may send for any paper from any
Department for his information and may record his views on the case and, if he
so expressly desires, the case should be re-circulated to him before final
action is taken. Where the Minister in-charge of the subject disagrees with the
views recorded by the Minister who called for the case, the latter Minister
will be intimated of the decision after issue of orders, but if in any case the
latter Minister expressly indicates a desire, the case will be circulated to
the Chief Minister before orders ar…
